Problem started with power supply

    Usual story: power supply goes out, man buys bigger one. wish it stopped there. Got a new power supply [Tagan ITZ Series 700w] Hooked it up and fried my video card:*** Called up video card maker [BFG Tech] and they said "no problem, here is your tracking # send it back and we will issue you another one" 2 weeks later new and upgraded card was in my computer [Geforce 7600 GS ]. Start up - Good, download new drivers - very good, play blackhawk down - CRAP. only part of the scenery shows up and the sky is multi-colored. Email BFG and they ask me to check out the voltage output in BIOS. the real time voltages are 1.5v = 1.68 , 3.3v = 3.33, 5v = 4.68, 12v = 12.74. They are telling me to buy a new power supply, Are these readings that far out of wack or are they trying to get out of their lifetime warrenty

    You just bought a new power supply, didn't you? Does the Tagan ITZ have any use on it?
    I would say no, but I'm not a professional power supply person. I have seen PSUs with more 'whacked' out readings than those that ran things perfectly. Do you have a friend you can borrow a power supply from, or who you can take your video card over and try it in their PC?
    BFG has been around for awhile, and they (generally) have quality products, and they stand behind them. If you have a discontinued model fail and you return it, they send an upgraded NEW card 90% of the time. I have never heard of them repairing a discontinued model and shipping it back. They legally have the option to do this (and they sometimes do with current models) but they don't, not that I've heard about, not with discontinued cards. A friend of mine owns a small independent PC shop and has had many dealings with many companies over the years, he says BFG is one of the easiest companies to deal with for warranties, and they have always been pretty straight up. So, try another power supply or try the card in a different PC. If you must buy a new PSU, keep the receipt so you can return it if it makes no difference.

    the 12v rail is somewhat high at idle my 12v rail runs 12.1 and under heavy load 12.04 and by the same token your 5v rail is pushing low volts.mine pushes 5.03v would definately try another power supply as DLB suggested and if it fixes problem get a refund from tagan.
    p.s.
    just as a reference I run pc power and cooling 610w silencer psu which give me those readings.

    The ATX power supply specification has +/- 5% on the 12 volt and 5 volt rails and +/- 4% on the 3.3 rail.

    This puts your readings out of tolerance. I would be more worried about the low 5volt than the high 12 volt. Something in your system may be loading this rail too far down.

    You need proper measurements with e proper voltmeter, taken on load and with substitute known loads, to prove your case.

    I replaced the psu and same results occured. Talked with BFG and they sent me another replacment. Same problem is happening. I replaced the card with an old Gainworld 5700 I had around and problem goes away but the card is slow. So I replaced the motherboard, processer and memory with the exact same types and put in the new card and same issues occured. Im lost now, the old BFG 6600 gt oc worked great with this system. Any ideas where to go next.

    Have you tried it with everything else temporarily disconnected?

    Unplug any extra hard drives, optical drives and any USB devices (besides mouse and or keyboard...)

    I only have the one hard drive, no optical drives [don't even know what those are!!:confused] and disconected all the usb and fans. still have the same video problem and the 5v still reads 4.68. I am stumped

    Optical drives are CD/DVD drives. Plug the fans back in!
