Problem with IE and my Mouse

My IE is loading very slowly and when it is open my mouse jumps and freezes on the screen as I try to mouse around a site or in the program. The mouse tracks fine in other applications. Surfing to sites loads like I am on Dial up and not High Speed as I am. Have switched rats and it is not the device, as the issue persists. Virus scans and Adware scans all come back clean. What gives?? Any ideas as to what to do to fix this one??

I have Win ME. I know I know......Upgrade, but no cash.
System is AMD K7, 600Mhz, 12G HD.

 

Have you tried deleting your temporary inter net files and clearing your cookies?

 

Yes. I have crap cleaner installed and use it everyday.

I'm experiencing a similar problem.
Windows ME 4.90.3000
1.2 G Asus A7A266, ddr/sdr
ATI all in wonder graphics
60 GB harddrive little over half full
mouse freezes every few minutes, very hard to do anything. Sometimes if I wait a minute it unfreezes. Seem to freeze at a junction of lines or edge of dialouge box??? Was freezing on opening, was able to do a system restore back to Aug 18, helped, ( it would not go back to July) Tried again and the calender seems stuck on Aug.
Forgot how to get rid of temp. internet files and cookies - will try in search.
Like suggestions for new system: I'm an artist, need to store lots of photos and graphics. Must run flight programs and Call of Duty.

1. Try disabling any anti-virus or firewall programs.
2. Use Mozilla Firefox instead of IE.
