problem with windows installer

My problem started when i installed the new ati drivers package
the drivers installed fine but the controll center killed itself.

Since the when i right click or start some programms the windows intaller pops up (not that it seems to be doing anything).

This is abit anouying for right clicking but i can then just go around the installer and it will let my right click and do stuff while the installer is still up.

With programs however it seems to stop some of them from working (like norton which i tried using to see if there was a virus)

the installer is always seen as the same process in task manager as the programm that was just strated and ending the installer ends the program

i`ve installed the lastest windows intaller
reinstalled the controll center a few times
run as much apyware removal software as possible
closed all user processes
and still the problem remains

Please help
