Problems Streaming Tv,media Ect...

ya'll might just tell me (us) to get new pc but here goes have a compaq presario sr1303wm running xp (sp3) wish we could afford new one lol... we upgraded internet connection dsl to cable increased DL speeds almost ten fold was getting 2-3.7 kbps now getting up to 30 kbps but still cant stream media audio seems to supersede video way worse than any Japanese movie it doesn't actually buffer but is like watching freeze frames ohh just got the original 40Gb HD I realize this pc is way way past extinxt but would a video card help wit this I did have a seagate internal harddrive maybe a 360 but thats a latter problem.utube videos work ok but we subscribed to wwe network probles there and just tried an episode of something on comcast same thing did install mz xp tweaks just used the 1 click fixes this didn't help either I can't upgrade browsers using google chrome now but can't recieve upgrades would another video card help or more ram or both what is best option living on a budget

On that PC, the short answer is no; the CPU will be used to split the streaming into audio and video so it can be sent to the correct devices.
But; PLEASE, tell me you have upgraded the ram memory to at least 1 GigaByte! If you haven't, even the abysmal network speeds you posted are affected by Windows need to use the swap file continuously.
