Problems with my new computer

I have been having problems with my new computer.
When i first got it, my bro downloaded steam so i could play CS
and when cs:s finished downloading, i ran it for the first time and it was unresponsive and i couldnt end the process.

Then after that day that has been continuing with all the new programs i download and following that, windows XP takes around 10 minutes to shut down without any third party programs running.

And also when those first programs run and freeze, my computer cant turn off so i have to hold the button on the tower.

Please help me.

Are you sure Steam is not just still downloading the menus and updating stuff......the first time it is a sizeable download so you need to leave it a long time to do this. How long have you left it?

 

it has been around 2 weeks now.
