problems with safe-mode

i have a virus on my pc and i have the tools to remove it....unfortunately i need to restart my windows into safe-mode....when i try to do this however, my pc simply restarts and asks the question again(ie. safe mode, safe mode w/ networking, normal mode, etc.) only when i choose normal mode will the computer boot all the into windows....any suggestions on how to fix this problem let me know.
