Problems with uploading starting/stopping

    I'm running an uploader tool that uploads weather data to WU and CWOP. It seems either to PC or the uploading tool does not recognize that the PC is offline from the dial-up connection. Even Outlook Express 6 locks up when closing after the dial-up connection has already been disconnected first.
