Am having 5 problems with Vista laptop:
    1. It wont run sfc scannow.
    2. It downloads and attempts to run Better Explorer programme
but fails (Windows Inspection Tool Set).
    3. Hotmail opens but it takes some time before any mails will open.
    4. Machine is very slow to connect to the internet at start.
Usually takes a few attempts to lock on.
    5. System Restore only seems to ever hold one restore point
Never possible to go back more than one.
I have searched thoroughly for Malware and viruses but comes up
    clean every time.
    Any help would be appreciated.

Do you actually mean sfc /scannow? And are you first opening a cmd window 'As Administrator' and then entering the command there? That quick flash of a command window suggests you are trying to run it directly from Start.

I click on start and then type in sfc scannow in the search box.

Thought so. That isn't how you do it. Type cmd in Start/Search without hitting Enter and right click cmd.exe, then click Run as Administrator. You also have to include the forward slash.

Something I found is that Better Explorer is primarily for Windows 8 but will run on Windows 7 — no mention of it being compatible with Vista.

    Thanks.
I got the link in the current edition of Computer Active Magazine.
    It says:
What you need is Windows XP, Vista, 7 - but you could well be right.
It downloads ok, but refuses to run.
Says that I will be notified when a solution is found.

Two of the problems - sfc /scannow and Better Explorer - have been resolved thanks
to much appreciated help from the site.
I would like, if possible, to get the other problems sorted now.
Any help would be very much appreciated.
    Thanks.

The system restore problem is most likely due to insufficient disk space being allocated to restore points. Using a command prompt you can ascertain how much space is currently allocated, and change it. Instructions here

Your slow internet connection could be any of a million and one things, but we may be able to narrow it down if you can explain exactly how you are set up to connect to the net. Are you using any internal telephone extension wiring? Are you using a router? If so are you connecting to it wirelessly or by Ethernet? If you are connecting wirelessly how does the signal strength look? Does it drop out occasionally, and then reconnect? Have you made sure you have an ADSL filter on EVERY device in your home that is plugged into a telephone socket? Had it used to be better or always had these problems?

There's much, much more but let's see how you respond to those questions first.

Used Shadow Copy Storage Space 0B
    Alloc .. .. .. .. 0B
    Max 3GB.

I have changed these figures a few times before but
    they didn't seem to hold.
    What figures do you recommend?
    Thanks.

Unless you are tight on disk space go for the max, 3GB

Thanks for other info. 6 mbps ought not to be a problem unless there is a lot of contention on the line, i.e. other active users. What actual d/load and u/load speeds do you get?

    Will make that 3GB.

    Actual speeds today:
    D/load 7.45 U/load 0.41mb/s Ping125.

Download is very good right now.
I have read that anything over 100 in ping is not good.
