Processor running very Slow

    Hello guys, my friend at work is having problem playing a game on his Acer system, so I told him to use everest to check his system info so we could find what kind of motherboard & cpu etc.... he has in there. His system is an Acer Aspire E380 running Windows xp, the motherboard is Acer EM61SM/EM61PM, the CPU is AMD Athlon 62 x 2 Dual Core 3800+, and a Nvidia 6100 graphics card, with 1gig of Ram.
    He thought maybe he needed more memory so the game would play more smoother so he bought another gig (2x512), his programs are running faster but the game is still choppy. The Game (I forget the name) only requires a 2GHz cpu and he is in spec for everything....anyway everest showed that his cpu was clocked at 2.01GHz for each processor BUT tha cpu's are only running at 1.0GHz each!
    To make a loooong story short.....what does he have to do in order to get his cpu's running at the advertised speeds of 2GHz each?

    I can't help with the CPU issue but the 6100 doesn't perform well with many games, I'd suggest a 7600GT (since I have one) for $100 at newegg.
