Programs Crashing On Non-1080p Monitor

    Windows 8.1
Graphics information from the motherboard: "Integrated graphics using Intel GMA 950"

I have a Samsung Syncmaster 2343 that runs at a resolution of 2048x1152. This is the recommended resolution by Windows. I can change the resolution but all of the numbers are kind of weird looking, and none are 1080 as the second number.
Anyway, I have now noticed 2 programs/ apps crashing right when they open.
    PC Settings
    Quicken

With Quicken, I was able to solve the problem by very quickly changing the program window to be not maximized (have part of the desktop showing around the edges of the screen).

The reason that I have kind of narrowed it to the monitor/ resolution is because I hooked the computer up to a different monitor running at 1080p and "PC Settings" is able to open.

Any ideas on how to get it to work on the Samsung Syncmaster @ 2048x1152
Is there a good chance that this is signs of a bigger problem?
