Proxy question...

    Is using a proxy illegal? Also, can using a proxy ip make me appear that I live in the US? I ask this because there are multiple television network sites that allow you to watch episodes of your favourite shows for free, but when I try it says that I cannot watch it from my location (Canada). Can I do that to watch the videos? Also any direction to proxy info would be appriciated, if allowed that is...
