i think so ,

i just need it to make my ip look different cos i cant join the same game server as a mate cos we both have the same ip as he at my house,

will those 2 let me do that ?

I used to be a manager for a gaming site for over a year.

If you explain to them you are 2 seperate people, they will note that on your file. You should be able to both play as long as you do not play as partners in a tournament or play ladder matches against each other.
There might be other things, but you should just tell them.

Ttrying to manipulate by trying to put a different IP isn't a good idea. Most have software to detect this.
