Yea i just bought an ati x1600pro agp 512mb vid card and i got an antec smart power 400w psu with it. I followed the instructions to switch my old 300W psu to the new one. Once plugged i tried to turn on the comp but it won't turn on. So i unplugged athe new one and put the old one and it worked. I tried this process 5 times still no idea what is wrong. I got an AOPEN ax4b-533 mobo, p4 2.4ghz processor and 1256mb ram.

    PLZ help me.

There is a voltage selector switch at the rear of your PSU. Is this the correct setting for your region? (Europe uses 230V where North America uses 120V - or a number that's close.)

Try flipping it out and back into your correct voltage setting.

Okay...is that right for where you are?
Have you tried flipping that switch, and booting again?

Do you have another machine handy you could try the 400W PSU in? It's possible the PSU is simply broken and needs replacing. It shouldn't happen with a brand new PSU, but it does from time to time. Assuming it does work on a different machine, you at least then know the PSU is fine, and can start narrowing down the possible reasons why it's not working in your rig.

If you don't have a spare pc then I'd start off by connecting it up with only the CPU connected (no graphics, sound, hard drives, memory etc). Assuming it powers on, you'll get warning beeps, but you'll at least know it's working. If this works, try reconnecting one thing at a time until you find out the point it stops working. If for example if stops working when you reconnect the graphics card, then disconnect everything bar the CPU and graphics card, and try again. If it fails, you can blame the graphics card (though as it works with another PSU, I would imagine it to be fine), but if it does work with only the CPU and graphics card connected, I would suggest that the PSU is faulty as it's failing when trying to power all the devices at once.
