PSU question

    I have this computer that needs to be "warmed up" in order to boot up. There's a little light on the mobo, and it has to be on for about 15 min, before the fan on the CPU will even spin just a bit when the power button is pushed. Is this a PSU problem?

    It's a generic 350W. One of the kinds you DON'T want to buy on ebay...I think I'll just get it a SmartPower 450w. Don't need anything overly fancy.
