Windows NT through 2000 to XP uses NTFS (New Technology File System) which supports encryption, which allows a password to be set for a folder, using its security options over users and groups. Basically only certain uses area allowed to access certain folders. Win9x doesnt have this, which is why there are so many 3rd party tools to do it for you.
