Qemm On Win98se Not Working Again

I'm sorry for repeating this question: I know I asked this before, but I couldn't resolve the issue. I have a Win98SE system at my mother's house. I use a lot of DOS programs on the computer, but most of them work under Windows mode. Now, I have a special DOS setup that allows it to act as a second simulated hard drive for a DOS laptop there that has no hard drive. This setup eats the Win98 computer's Conventional memory. I have QEMM97, but the DOS driver doesn't work: after the driver loads, the computer stops. No other error. Resetting the computer with CTRL+ALT+DEL works. I am heading there tomorrow, but my mother had to move everything to the garage after a flood, and I don't know if the computers are available yet. Any help would be appreciated. Thank ouy.
