Qosmio TV problems

Hello,
I'm living in Japan, and have a Japanese domestic market Qosmio F20/590LS, and I can't read Japanese! So I'm having trouble finding support for my problem.

I can watch tv when Windows is running or when the machine is shutdown. Either way, I usually use my remote control, or the TV button on my keyboard above the regular keys. When Windows is running, I can also start the tv by opening the "Qosmio AV Center" file.

But recently, after "cleaning" my OS, my remote control has lost some of its functions, and the TV and CD/DVD buttons on my keyboard no longer work at all. Now when Windows is running, I can't use the remote to start the tv or change channels, but I can still use the remote to adjust the volume, and I can still watch tv by opening the AV Center file. When the machine is shut down, I can still use the remote as normal to change channels, start the tv etc.

So I figure something on my OS (Windows XP) may be stopping the TV function from working on my remote and keyboard.

Any help or advice would be greatly appreciated!

I tried restoring to several points over the past 40 months, but it didn't seem to help. I found a driver for Qosmio f20 tv tuner, but I'm not sure what to do with it or even if I need it.
