I was looking at DVD decoder plugins for Windows Media Player. I was wonder if there was any you can get for free all are they all pay to use. Also do you need a DVD rom to use one of these?

search for DVDfab Decrypter, it can rip the dvds but i am yet to find a free compressor to combine all the different files.

DVDfab Decrypter isn't a decoder, its for something entirely different.

A DVD decoder is for playing DVDs on the computer.

I don't know of any free decoders that use WMP, but VLC will play DVDs:

Yes, you need a DVD drive to be able to read DVD media.
