    Yes

Sometimes this can be overcome but it can be very difficult, there are many MGeeks threads to look back over for those brave souls who have done this. Not all have been successful.

If you really intend to buy a new pc and change to XP, do your homework first. Don't believe a salesman who says "XP compatible"

If we knew where in the world you are a Geek with local knowledge could advise better.

Most users find Vista much 'smoother' to use than XP. What you call 'the administrator warning' is actually a better implementation of something you ought to have set on XP, but Microsoft never told you properly, called 'Run As' .
The recommendation (instruction) to have two accounts, a user account and an administrator account is buried in Microsoft documentation to IT departments. It is enforced directly with Vista, but there is a 'get out of jail' card as you can simply supply the administrator password and carry on in Vista.

For those who think this is idle chat look at the Major Geeks Malware thread, 75% of virus etc attacks could be avoided by this simple arrangement.
