From the starting window, type in

    cd\

which is the "change directory" command, followed by your path. Since you're already starting within the C: drive directory, simply type:

    cd\windows\downloaded program files <enter>
(that's the Enter button, don't type it in)

If you want a directory on a different partition than C:, change to that drive/directory first by typing the drive letter + : & hitting <enter>. Example; To go to the D drive type

    D: <enter>

    Then

    cd\whatever the path is
