Quick Launch not loading with reboot

Hi,
I was wondering if someone could help with this problem I'm having with quick launch disappearing when I reboot. I have to manually load it every time I reboot. I have run regsvr32 \i shell32.dll which succeeds, and regsvr32 /i browseui.dll which fails, giving a Return Code 0x80070003.

There are 2 users on this computer, the admin and the user. The admin's quick launch works fine, it's the other user that doesn't work.

Any suggestions, please:confused

OK but how do I create a new user account for the account where quick launch is not holding? Would all the old account stuff still be there on the new account?I don't get it.

 

Can anyone at least tell me what this is "Return code 0x80070003" after I try to run REGSVR32 /i BROWSEUI.dll??

Now why is it that the old/corrupt user account's "My Documents" folder did not transfer over to the new user? How do I get it transferred? (I haven't deleted the old user yet).
