Quick MS Outlook Question

Until recently whenever I opened my email inbox, the little folder at the bottom right side of the page would show a folder with an arrow going into is saying 50% complete then the arrow would stop it would say receiving complete or something similar to that. Yesterday I installed a new Logitech keyboard MX 5000 laser that has a little screen that shows when I have mail and from who it’s from. Now whenever I check my email, the little folder with the arrow says 75% complete and the arrow continues to go into the folder forever without stopping. Has anyone heard of this? Is it normal?

The only time I've seen this problem not get resolved by restarting Outlook is when you are trying to receive a massive attachment... do you have any alternative ways (ie web based) to check this email account?
