I downloaded a freeware boot program, with some diagnostic stuff and it says to burn it to a cd but i have no idea how to... its got 1 .rar file and then some .r00-.r13 files and a .sfv...

Ive got Nero and, how would i go about burning this?

    Those are WinRAR files.

    WinRAR

Once WinRAR is installed double-click the .rar file, then extract.

I know they are winrar, but what im really asking i guess is, do i have to use winrar for ALL of them, or just the .rar one?

yes the .rar one the rest .r00 ~ are all split parts of the .rar, once you uncompact the .rar the other parts will uncompact too.
