I am trying to check if a stick of my ram is bad. I have 4x512 sticks. I took one out and when I booted it said memory has changed, press F1 to continue or F2 for setup. I pressed F1, it booted and shows 1.5 GB of ram as it should. Do I have to run the setup utility when I take a stick of ram out?

No. Many BIOS's will report any changes in memory size; it's normal. You don't need to run the BIOS setup every time you get a 'memory size has changed' message....
To test your RAM use this: http://www.majorgeeks.com/Microsoft_Windows_Memory_Diagnostic_d3955.html It will create a bootable CD or floppy disk, you'll boot to it, press "T" for the extended tests, and let it run thru at least 3 or 4 passes. Be sure all your RAM sticks are installed.

What do u mean run 3 or 4 passes. Do u mean do the same test 3 or 4 times, dont trust the first 1?
