Re-format C: drive?

I have heard it is a good thing to format the c: drive every couple years and do a reinstall of windows. The theory I have heard is that windos OS becomes unstable with the installs and uninstalls that happen. Anyone here confirm this idea or is it just nonsense and is there a better way to repair problems in the windoes OS?

 

Yep it's a good idea if you need it if your windows run very good and you have no problem don't do it it's simple has that.....
