    Hi

Boot to XP or OS cd and in the install steps is an option to delete the main C: partition, do this then create a new partition and then re-format the HD, once formatted continue with the install.

Here is graphical install steps for XP and step 5 is where you can delete partition http://www.winsupersite.com/showcase/windowsxp_sg_clean.asp

When you reinstalled Windows from your installtion CD, it gave you the option to install a fresh copy of Windows or to repair the one you have.
You must have chosen the repair option.
A fresh install will alert you that all files on your computer will be lost.
Once this has been done your computer should be complete reverted to its original state.
Please know that any Windows or drivers updates you have installed will have to be reinstalled.
