There are 11 different programs that use .tlb extension.
I'll list them and you post if any seem familiar before I search further.

9) Borland Type Library (Borland Software Corporation)
10) TrialDirector Toolbar File (inData Corporation)
11) SPSS Type Library (SPSS, Inc.)

I found a German and a Dutch site where the file was mentioned. Location C:\windows\System32\sndscs.tlb
