really need help with something!!! (power supply woes)

ok guys, i really need your help here....
i just wrapped all the cables in my computer with electrical tape to help the airflow (floppy, IDE, and power supply wires) and now, when i press the power button, the fans and leds turn on for a second, then everything shuts off... and I have to unplug, then plug the power supply again before it will do that.. I have tried unplugging eveything except for the mobo, but it still does the same thing...

PLEASE HELP!!!!!!!! I REALLY NEED TO GET MY PC WORKING!!!!!!!!!!!!!!

It's a short.
Make sure the mobo i not touching anything with metal.

 

i found out what it was.. a fan connector was shorting out :/ thanks for ur response beermonkey..
