recovering administrator and user passwords

is there a program to recover administrator and user passwords on a network using windows xp without having administrator privileges???

 

Clarify what you mean by "on a network"? If you mean on a domain, sorry you've no chance. If your domain controller has an admin account which you need to reset, then you can use a Local password reset utility like this:

And then you can "reset" the password, but not recover it.
