Recycle Bin problem

OK. I recently got hit with a program(s) that totally messed up my pc. It would add all types of programs in my pc to the point where it would freeze and i'd have no choice but to reboot. A friend of mine was able to clean most of it out (no problems as of yet) its been 2 weeks. Well I noticed when i delete and folder, file it used to go directly to my recycle been (normally). Now when I delete something, it just disappears. I have checked the setting for the recycle been. There is no check mark next to the option that says "do not move files to recycle bin". Just wondering if there is something I'm missing and why it would do something like this. I would like to get it set back to the way it should be, but i have no clue how to do that. Any help would be greatly appreciated. Thanks.

Look to the right for NukeOnDelete

If its set to a 1 (enabled)

Set it to 0.

Go to Safe Mode and rename the Recycler folder at the root of each hard disk or partition. Keep in mind it is hidden, so you will have to set your system to view hidden files and folders and protected operating system files.

You may have to do this via command line.

It should rebuild next boot.
