Recycle Bin Windows 7 Right Click = Recycle Bin Properties For This Item Are Not Available

    The Recycle Bin Icon is blank and when i go to change desktop icon it does nothing. If i right click it only says....1.open 2 rename 3. create shortcut & 4. properties. If i click properties it brings up....the properties for this item are not available.

    If i open it brings up the folder but i can't empty the bin but i can restore the items.

    I have tried the 'check & uncheck' recycle bin but that didn't work.
