Refresh IP

I know I found a thread before about this but I cannot seem to find it now. Is there a program that keeps refreshing your IP address. In other words, like every half hour it changes it. The reason I ask is because my landlord's wireless network is used to two objects using the signal, so when I connect it often gives a warning of duplicate addresses. I would also like to have it change constantly to keep anyone from spying on my actions. I don't have any nasty browsing habits but I am very private and I would hate to think someone is checking out my patterns. For instance, they do not have the network password protected and they don't want to do it (I have asked). I guess they don't mind being a charity network for the neighborhood. For me that is not sane, but it is not my network. The best I can do is seek ways to keep myself invisible on the network. Any and all ideas greatly appreciated.
