ok im working on 2 computers they both sit side by side and both have the same exact content filter software over our network but one allows me into a site that is blocked by the other is there any idea as to how i can fix it so they both allow this site i have tried searching the registry for the site name but only find it in the recently typed domain subkey.

Windows > System32 > Drivers > Etc > open the hosts file as Administrator in notepad and search for the site. If you find it, add a # to the beginning of that line (hash+SPACE) to allow access to it.

Check that the network adapter for each machine is set to get DNS queries from the same source.

I don't think you are looking at a registry issue. This software can block by URL's, user accounts and IP's. It must not be blocking this URL, so that leaves either the user account or IP. Have you tried logging into the computer that does not have access with the same username as the computer that has access? You may not have proper credentials on the second account.
