Regsvr32 Commands? In Plain English What is it?

More and more I see people recommending commands like this to fix IE problems:

regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
regsvr32 softpub.dll
exit

I find myself recommending it to others cause it sometimes works, but don't know what it is. I tried reading http://support.microsoft.com/kb/q249873/ from Microsoft's KB, to find out what regsvr32 commands do. If somebody knows, and could just give a real dummied down versioin, that would be great. I'm in the middle of a million things, and I'm not interested right now to research it. Just if anybody has a basic explanation of what these regsvr32 commands are doing, in the most basic terms! For example, I couldn't understand Microsoft's summary, which was "You can use the Regsvr32 tool (Regsvr32.exe) to register and unregister object linking and embedding (OLE) controls such as dynamic-link library (DLL) or ActiveX Controls (OCX) files that are self-registerable." I did not know somebody build a GUI for it. I will try it.

Have you (or anybody else) used this program? If so, have any opinions about it?
