Which IP? your external? Try disconnecting the power for a while and when the modem syncs back up you may get a new IP. I thought I had a static IP, but one time after recycling the modem my IP changed.
I was under the assumption that VOIP users got a static IP..

Also my internet isn't working when I disconnect my Router... which is strange because I only recently bought a Router...

I still am not 100% on what your looking for.. so look at this picture.
    a1 - external
    a2 - cable modem's ip
    a3 - router's ip
    a4 - Pc's ip

What are you changing the modem to/for?

That IP is set by the cable provider, you would need to replace the modem to change it.

Why do you want to change it?

oh, looks like I guessed the wrong one :D. I want to change my modem because of what my provider says is "Your internet is too slow and is causing you to loose connection when for example playing an online game, downloading, Instant messaging and uploading. you could just Upgrade your Connection". but rather than pay more money I bought this modem off Ebay which supposed to give me a 20 mb internet connection.

The thing is I cannot use this 20 MB modem because my IP is Hardwired (to what i don't know). All i wish to do is removed this hardwired IP that (what i believe to be either NTL or Virgin media)I have so that i may play my favorite games (Not WoW; I play AA, Bf2, and COD). Anyway any and all help would be appreciated so that i may be able to lift this curse upon me.
