Removing spam blocker utility

I found one old post on this from 2001-but I'm still looking for help. Have windows XP and downloaded "spam blocker utility" (not to be confused w/spam blocker) and cannot remove it. It also loads "hot bar" and "weather station tray"- 2 additional components of this nasty program.

I'm a rookie, but I've tried the following: add/delete function on control panel. Won't delete.
right click on the icon: nothing to customize, delete...nada for controls.
Start/Run/msconfig/disable these programs on startup. Still there.
Find files for hot bar, spam blocker utility -move files to trash bin. Access denied (done after the start/run/disable)

This is a persistent little sucker! What am I doing wrong??
