Renaming Partitions

I have been puzzling about the varied responses to attempts to rename partitions, be they entire disks (devices) or a number of them on one 'disk'. I got a little insight from "If the drive you want to rename contains system files, Windows will ask you to provide administrator permission in order for the new name to be set." but am not convinced that is the only 'condition' for being asked permission. I would love to know the full story on this, especially how to avoid that intrusive querying.

Your screenshot hasn't worked. Renaming partitions, including the system partition, is one of the first things I do with a new system as drive letters are useless. Have never had a problem of any sort. What's your issue?

My issue is being asked for pemission unnecessarily. But what intrigues me is that there are times when that irritant is NOT presented. Whatever the mechanism is that prevents permission from being asked is what I would like to implement 'everywhere', all the time. What I rename on various computers is USB sticks, drives and partitions; I'd like to NEVER be asked for permission.
