Resizing Files In One Dimension Only?

    Hi! I have FastStone Photo Resizer and need to resize pictures in only one dimension. I have some screenshots in 320x200 .BMP format from some old games that I want to display as start-up screens on a Win98 computer. The target is BMP files in 320x400x256-color format. I have the XrX Logo software from http://www.xrx.ca/logoutils/index.htm, but it doesn't seem to give the right output size (there are empty sections on the top and bottom of the screens, and the pixels are squished together. :( ). I tried FastStone to resize the images, but it seems to resize only in both dimensions at once. :( How else can I do the resizing?

    I can do it in Faststone Image Viewer by selecting 'pixels' and un-selecting 'maintain aspect ratio' in the edit menu displayed.
