Restart error on Windows 7

One of my hard drives gave out on a Computer so i bought a new one and reinstalled windows 7.

The operating system seems to be running fine, but it just hangs when its restarted.

If the computer shuts down and is started it doesn't hang. If it is restarted it does hang. By hang i mean it doesn't boot into windows it displays the computer logo and gives the options to go to bios then the screen just turns black and stays like that forever.

Full shut down doesn't face problems, restarting windows does however.

from left column choose
Summary ( wait 30 seconds until report generated )

from bar menu select :

File
Save as Text file

choose desktop as saving location

you can also go to
Start - Run msconfig - ok
then you have to Disable all - Apply - ok , Windows is asking you about reboot , do it :wave

 

I think whatever issue is causing this is from bios settings.

I thought advanced>power on options would have something to mess with in order to solve this. I changed quickboot to fullboot and changed other settings in the power on options but it made no difference.

Resat CMOS battery that didn't work either.

The windows splash screen doesn't appear after a restart is done, it creates this never ending boot loop. After initial computer splash screen appears computer then turns black and seems like it wants to launch to windows but just keeps restarting and doing the same boot loop over and over until i shut off the pc.

IF pc is shut down fully ( not restarted) from operating system, it will boot into the operating system without any issues.
