restricted sites

hi i thought that if i put a sites name in restricted sites in internet opt

then you could not go there

i have put worldwinner there but can still acess

if you go to domain its there

also can you explain what domain does if it isnot for this purpose

If you edit your hosts file, remember to run ipconfig/flushdns from a command prompt after you edit the file to clear your dns cache.
