Reviving a dell E510 hardware for F@H?

I just acquired this Dell e510 / celeron D machine which was inoperable. I suspected a bad motherboard, which I purchased new from an NOS provider via EBay. And bought 2x1Gb ram new which I installed in DIMM slots 1&2 (per Dell E510 service manual)
I've installed the mboard and ram but it still won't run. It has the same exact symptoms as before the mboard change. The green light on the board illuminates as soon as the power cord is plugged into the PSU but nothing happens when the front panel power button is depressed. I can enable the power supply via jumpering the PSU pin #14 to ground (pin #13) which starts the PSU fan, CPU fan & hard drive, but the optical drives are still inoperative at this point, and the indicator light will illuminate if the button is pressed. It has onboard video and also a PCIe x16 video card but I've seen no activity on the monitor while connected to either VGA output throughout this whole process.
I'm kinda stumped as what to do next. I've got much $ (over $100) invested in this machine already so I don't want to turn back now. I wanted to get it going to add to my other PC's running Folding @ Home for the research at Stanford University, but...
    Thanks for any help!!!

    .
I'm sorry, my mistake. This CPU is a Pentium D (#805).
And I still need help on it. I've now installed the 2nd brand new motherboard and bought new DDR2 667 2x1 gb ram modules (and also tried known good DDR2 800 in DIMM slot 1 only), but it won't boot.
I can buy another Pentium D CPU used pretty cheap, but I'm not very confident that will solve this problem.
I sure need some help here and appreciate any advise on what to do next.
    thanks,
    Mike

It does sound like a dead processor at this point. If your memory was faulty (but nothing else) you would get a BIOS beep code but a machine not powering on does sound like a faulty processor.

Okay I've got another Pentium D CPU ordered. I sure hope this will fix it. I'll post results to this thread once the CPU is delivered and I get it installed.
Thanks for your help collinsl :)

I had the same Dell 510e / 5150 issue. It appeared dead, the power supply tested ok with my little handheld tester, but after I decided to give it a second look before 'pitching' it, I put in a new power supply and it booted fine.
Also pull everthing out except the mobo and CPU, then boot, it should POST error for RAM, if not add RAM and boot, if it is still not going, then it is dead.

We have a winner! I bought a brand new MOBO & Pentium D CPU = same results.
Yes I did check the ATX PSU with DVOM and all voltages were in spec, then I installed another ATX power supply (but with no SATA power output for the hard drive) = same results.
Then I borrowed a PSU from a friend and the machine booted just fine.
So I bought a new Thermaltake 600w PSU and it's running fine now (after multiple updates and removing some Trojans).
So thank you so much for your help foogoo!!! :)
And thanks to you also collinsl!!! ;)

No problem, sorry I wasted your money on another processor.

Not your fault. Heck I got 4 brand new Pentium D CPU 's from an E-Bay vendor for dirt cheap, so now I have 3 new, and 1 good old one for future use if need be.
It's my fault for knowing how to properly diagnose a PSU. :-o
    Thanks again for your help!!!
