Right-click in IE causes shlwapi.dll crash

The problem's pretty simple, but very irritating: right-clicking a link in IE causes the menu to freeze for a second and then IE crashes with an shlwapi.dll error. I've researched this a bit and've only found pages on the HTML /form crash, which doesn't have anything to do with the problem. This particular system is running Win98SE and IE6.

Similar problem, can't run anything

I am having a similar problem with win98 where explorer.exe exits because it cannot find the shlwapi.dll file. I copied a version from my ME box and almost booted all the way up. The system menu bar which contains the start button flashed, but did not come up. I downloaded a shlwapi.dll from www.dll-files.com. Now I get an error about shlwapi.dll being linked to a missing export shlwapi.dll:SHRegGetUSValueA.

I've tried the instructions contained in a previous replys link. I can boot into the file manager but when I try to run any programs from the file manager (command.com, sfc or setup.exe) it tells me there is not enough memory to run the program.

This problem still does happen when booting into safe mode.

Any suggestions on how I can fix this are appreciated.
