I'm assuming you are running Windows XP (either Home, Pro, or Media Center Edition). Having the error you describe is normally not that simple of a repair. If you have a Windows XP install CD you can try a repair install as outlined in this article, but to be honest, a repair install does not normally repair a "HAL.DLL" missing/corrupt error. When I have to repair this problem for clients, it is normally a VERY involved process requiring specialized boot CDs (like asst'd PE CDs, the MS ERD and/or DaRT CD, etc). However, you might find something helpful in the following links:
    http://pcsupport.about.com/od/findbyerrormessage/a/missinghaldll.htm
    http://pcsupport.about.com/od/fixtheproblem/ht/restorehaldll.htm
    http://www.troublefixers.com/how-to-fix-haldll-is-missing-or-corrupt-in-windows/

You can also try a Google search for "win xp hal.dll missing or corrupt" and try some of the links listed, but if you don't have a WinXP install CD, you're going to be more/less stuck.

Does hitting F8 during the boot process give you any choices from the safe mode screen? If so try Last Known Good Configuration.

    You need to tell people:
    a) how you connect to the internet (cable, dsl, dialup, cellular service)
    b) what browser you are using

What SP are you running in XP media Center?

So, you are back up an running?

You might want to run a chkdsk /f just to make sure everything is good with your file system.

In My Computer right-click C: drive and select Properties. Under the Tools tab select Error Checking and keep the first box checked. Hit OK and let it schedule for next reboot.
