RPC Stub Error ?

I have started getting the following error when I try to install some programs :

'Error Number : 0x80070725
Description: Incompatible version of the RPC Stub

Setup will now terminate'

I had got this error about 1 year back and I had to go in for a reinstall to eliminate it. My OS is Win98SE with DirectX 8.1 and IE6. Is there any solution to this except for a reinstall?

I have already tried 'Repairing IE6', reinstalling DirectX 8.1 and 'Restoring System Files' using 'System File Checker'. But nothing works.

I am also unable to 'Right Click' and 'Open in a new window' any links on a webpage. If I copy / paste the shortcut into the address bar of a new window, then the link / webpage opens. I don't know if the above 2 problems are related. But they have appeared in my pc almost simultaneously.

SwatShark, thanks man!!! You have saved a lot of trouble for me. I extracted the 'oleaut32.dll' file and both my problems vanished.
