Rtc Video Plug And Play Listener

It's been a long time since I posted on here so please forgive me if this is in the wrong spot.

Does anyone know what "RTC video plug and play listener" is?

I recently got a new laptop from my employer with Windows 10 on it and today, while trying to do a restart because Outlook had done of its many lockups I was told I couldn't shut down because RTC video plug and play was still running.

I Googled it, but I couldn't find anything definitive.

I've had Windows 10 for a few weeks now and this is the first time it has happened.

I did attend a Skype presentation earlier in the day.

From my searching, I think it is WebRTC plugin

Open your browser(s) and look at the extensions/addons. When you find it, look over the options so it doesn't keep running after you close a session.
