Rundll was disabled....

    how do i enable it?

    system restore doesnt open up: "C:\WINDOWS\SYSTEM32\Restore\rstrui.exe is not a valid win32 application."

    and

    I tried safe mode but everytime it finishs loading things up. The screen stays the same with the directories it shows up.

    Check the system date and make sure it's accurate, disable System Restore and reboot, then enable it again.
