Runtime Errors???

All of a sudden, when I try to open StarDownloader, I get the following messages: StarDownloader has caused an error in <unknown>, Runtime Error, 217 at 0041EDE9

What are Runtime Errors? What causes them?

I've uninstalled and reinstalled the program to no avail. I even searched and temporarily removed all "unknown" files from my computer, again to no avail. Also, I'm having a problem getting into Windows Help (Win ME). I can access files and info thru Windows Explorer only, I get an error message telling me to contact MS, etc.

I regularly use AVG 7.5, OutPost Firewall, SpyBot Search and Destroy, AdAware SE, CCleaner, Clean Up and Smart Protector Pro.

Thank you corporal zbd21. I'm downloading RegCure right now. I'll try it. I did email StarDownloader, but never heard back from them. It's a very nice program and I would like to continue to use it, so hopefully something will work out. Thanks again.
