samsung captivate wont phone on fido?

I switched carriers, got a new phone, so I gave my Samsung galaxy captivate to my brother. Before I gave it to him I did a factory reset. When I had the phone I was with Virgin but he is with Fido. After the factory reset, I entered all the codes to get the phone to work for Fido MMS/APN settings for non-Fido phones I believe these are the settings but I will have to confirm this.

Name: fido internet

APN: internet.fido.ca

Username: fido

Password: fido

APN Type: internet

(Leave the rest default)



Name: fido mms

APN: mms.fido.ca

MMSC: http://mms.fido.ca

MMS proxy: 205.151.011.013

APN type: mms

Since doing this he has no problem with internet or receiving calls, the problem is sometimes he can call sometimes he can not? I does not matter if we us auto dialing or direct dialing. Although I think only the direct dialing worked. I was also told that the phone should be on roaming. Any suggestions would be appreciated!
