sata card via vt6421a

installed a sata pci expansion card via vt6421a chipset did not get the pop up forfound new hardware looked in device manager all that was new was in the storage controllers and that was via raid controller 3249 but i need to be seeing via vt6421a anyone had this problem and if so how to fix i have had this card before and it worked but not this one i got a second card incase there was something wrong with first but still no go im running a vista pc duel core i have tried to install in a xp machine and no good there either im pulling my hair out any help thanks

 

If you plug a drive in to it does the drive show and work okay?
