Scaling a specific section of the desktop to full screen

Strange question, but I'm trying to set up a Super Metroid emulation with a timer, webcam feed and twitch chat, but I can't run the emulation in full screen while having those other things open. So my question is, is there a program that exists that would allow me to crop off parts of the desktop temporarily so that all I can see is the game and not the top of the program and the start bar? I understand that I can set up my stream to only stream that section but I would prefer to have it fullscreen for me too. The start bar is a bit distracting. I don't know if it exists but something that would allow me to custom fit the resolution to the screen would allow me to cut off the top and bottom. Any help is greatly appreciated.

The simplest way would be to extend your desktop to a second monitor. Keep your programs open on one, and run your emulator on the other. It just might work.

    Are you using zSNES?

No, I'm using RetroArch as ZSNES is looked down upon in the speedrunning community. RetroArch with a BSNES core. I do not have a second monitor option, I'm running on a laptop. I have to crop the build in monitor specifically.

    To remove the title bar
    http://hackerspace.lifehacker.com/removing-the-windows-title-bar-with-autohotkey-1015709275
    or
    http://superuser.com/questions/664559/is-it-possible-to-remove-hide-windows-title-bars
    or
    http://icfu.totalcmd.net/Scripts/AHK_ToggleWindow.zip
Script compiled to exe - hold shift and hit F11 to toggle.

    Maybe use something like
    http://www.winsplit-revolution.com/home to manage the windows.
    or
    http://www.donationcoder.com/Software/Mouser/desktopcoral/
    or

So if you use coral to reserve part of the screen then launch the nes maximizie it in the other area and the togglewindow, sounds like what you want. If not post your 'ideal' screen shot.
